She is the Founder and Principal Shareholder of Toppins Law Firm, PC in Houston, specializing in supporting foreign businesses and international investors in developing their operations in the United States. Previously, she served as a Partner at Womble Bond Dickinson, where she founded and led the firm's Immigration Practice.
Over the past 20 years, Wilka Toppins has successfully advised thousands of employment and investment visa applications including E2, TN, L1, H1B, H2, H3, EB2/3 PERM, O1, P, and EB1-A. She is particularly recognized as a leading expert in EB-5 investment immigration, having accompanied numerous international investors and project sponsors.
A graduate of Tulane University Law School with a Juris Doctor degree (cum laude) and a Bachelor of Science in Political Science from the University of Massachusetts, Ms. Wilka is also an international speaker and adjunct professor of Corporate Immigration Law at Thurgood Marshall School of Law.
